“Introduced by Senator Richard Lugar of Indiana, the purpose of the Act is to provide for the development, as a core mission of the Department of State and the United States Agency for International Development, of an effective expert civilian response capability to carry out stabilization and reconstruction activities in a country or region that is in, or is in transition from, conflict or civil strife. The goal of the Act is to reduce the burden placed on the military of undertaking stabilization and reconstruction activities, distracting them from their primary duties.“ (Read more...)

“Any domestic measures targeting outsourcing may be challenged at the WTO if they are seen to be in breach of our agreements there. Even if prohibiting outsourcing is technically legal under WTO rules—experts are debating this—it is widely perceived as anti-free trade behavior on the part of the US. If US anti-outsourcing laws are found to be in violation of WTO rules, the WTO has the power to impose penalties.“ (Read more...)
