The Commercialization of Public Purchasing: Cost-Benefit Analysis of the Global Marketplace

Project Abstract

I propose to address the trend towards greater commercialization of public purchasing practices. This study would contribute to the knowledge of globalization because, historically, the U.S. procurement community (including policy makers, buyers, and sellers) only reluctantly discusses the global ramifications of the U.S. procurement regime. Further, by initially presenting the paper in Europe, to an audience primarily focused upon evolving European Union (EU) and World Trade Organization (WTO) concerns, other states may benefit from the lessons learned in the U.S. I envision my project in four distinct phases: (1) research and data collection; (2) presenting (and publishing) my preliminary findings at the international comparative procurement conference, Public Procurement: Global Revolution, in Nottingham, U.K., in September, 2001; (3) reacting to conference comments and suggestions, performing additional research, then expanding the work and presenting the broader paper to the faculty of the George Washington University Law School during the late Fall or Winter of 2001; and (4) pursuing publication of the final paper in a university law review during the Spring of 2002.
